How to set it
shipped fileThe setting lives inside the single OptionSettings=(…) line under [/Script/Pal.PalGameWorldSettings] in PalWorldSettings.ini. Change this fragment, keep the rest of the line intact:

None of the generator’s presets change MaxBuildingLimitNum; it stays at 0 in all of them.
