What it unlocks
Level 19 unlocks 8 technologies in total, and you will not have the points for all of them. The others are Cement (1), Grintale Saddle (1), Heavy Weight Module (1), Pal Labor Research Lab (2), Stone Defensive Wall (2), Stone Gate (2) and Stone Structure Set (3). The planner opens with Breeding Farm already picked, and works a points budget against the whole tree.
