Ancient Technology Points come only from tower bosses. Ordinary levelling never provides them, which is why this cannot be bought with the points you accumulate.
Decal Gun Set exists to unlock Decal Gun 1 and 5 other unlocks, and becomes available at level 45 for 1 Ancient Technology point.

Level 45 unlocks 9 technologies in total, and you will not have the points for all of them.
